Definition:
The program aims at the improvement of the access to the Information society of small-medium enterprises in South-Eastern Europe through the close co-operation between the academic and business community. More specifically, it concerns the training of small-medium enterprises in countries of the South-Eastern Europe with the use of pioneer methods (e-learning, tele-training), the sensitization of the local factors in regards to the importance of the business use of the new technologies, and finally the creation of training strategies for small-medium enterprises applicable in every country in particular.

Objectives:
Improvement of the access to the knowledge and information society of small-medium enterprises emphasizing on the rural and remote areas, implementing training initiatives having the co-operation of the State with the academic and business networks.
Building of stable human networks between the national research and technology networks and the representatives of the Small-Medium Enterprises.
Establishment of sustainable training strategies in the ICT technologies of the small-medium enterprises of the four chief beneficiaries countries and expansion of these strategies in the whole area of CADSES.
